The Government of Navarra (an autonomous region of Spain where I live) is running an emergency alert drill for all cellphones in the region at 1pm Spanish time today (Thursday, 20th April).

More power to you. I'm sure they'll be doing this in every country soon. They want us anxious at all times, waiting for the next disaster. I'd rather take chances than trust any of them.
Our UK govt is also telling people how to opt out and making it clear participation is voluntary. I've opted out. The concern I have is for people trapped with abusive partners, who may have a second secret phone which is 4G or 5G - it's taken action by several DV charities for the useless muppets in govt to even realise that might be an issue.
But more seriously, I’m not yet of the view that the best way to fight digital surveillance is to throw out our smartphones. I do respect that view though.
Ditch the 'smart' phone. Problem solved. They can no longer ping you when they decide they want to declare an 'emergency' and require that you acknowledge their declaration unless you actively opt out of the nonsense, which I'm sure they will make it harder and harder to do. Mark my words, a few hot days this summer and the government will be pinging you about a 'climate emergency' and that you must seek cover or return home lest you be boiled alive.
It certainly suggests some mutual influence or the influence of a third party, especially if this is happening in other countries as well (I heard Mexico is running one too).

As long as you use a phone in your own name, you are detectable by the government. It is a bit like spoiling a vote in a general election: you probably have very little impact on the outcome, but being a little un-cooperative is a way to register your non-consent. Turning off your phone during a drill is a symbolic gesture of non-compliance. If enough people did it they’d wonder why. In any case, it is only a meaningful gesture if it is accompanied by an attitude of interior freedom, a determination to maintain one’s independence from shallow propaganda and political manipulation.
